I suppose if the messages packages was large that might be preferable to ship
it separately rather than in each libfoo package, but for my case, it sounds
better to include the files in the libfoo package and version them.  With a
separate messages package, you end up with the same issues as libraries, as
far as versioning, coexistence, etc.
