Yes. For examples of disqualified-from-non-free software look at the
various installers. Newer Sun JDKs also haven't made it into non-free
(don't remember why).

We also sometimes disqualify software for patent reasons, although I
find that a slippery slope. There is a cannot-be-packaged page
somewhere, but I misplaced it.
