Opps, should have been against dh_make, I forgot it isn't part of debhelper.

Indeed, I suppose -dev packages without an SONAME are equally valid.

It was mentioned on the devel list while back.  I don't think it's
official but it should probably part of the maint-guide.  They say
including the SONAME is 'ideal'.
