The docs are only built by the binary-indep target !

You left a line out... it reads:

libssl-dev
Build-Depends-Indep: groff, bsdmainutils

the binary target does call binary-arch and binary-indep...

Does sbuild not properly support build-depends-indep ?  Should binary
not call binary-arch *and* binary-indep ?
