A good rule of thumb is that if you expect that users will encounter the
bug, and thus look at the bug list for the package and perhaps file a bug of
their own, then it is a good idea for you to file the bug first to avoid
duplication of effort.  By doing this, you let potential submitters know
that you are already aware of the bug, and gives you a place to publicize
what you already know about the bug and any potential fix.

Otherwise, it is your decision whether to file a bug.  If I am not planning
to upload a package for a long time, and I have a trivial correction to
make, I will often file a bug as a personal "to do" or reminder item, since
I will always check the bug list before uploading.
