Files in the /usr/bin directory _inside the deb_ have the wrong permissions?
If this is the case, you will need to modify your rules file to set the
correct permissions vefore the deb is built, or use dh_fixperms (in the
debhelper package) and set DEBHELPER_VERSION (?) to v4.
