There is no problem. debhelper has been updated not to automatically create 
/usr/doc/<package>, only to use /usr/share/doc, as per policy and the FHS. 
lintian has not yet been updated with this knowledge and so still sees it as 
an error (it was an error for /usr/doc/<package> not to exist in Woody).

The short of it is - this is a lintian bug and should be ignored for packages 
developed for sarge/sid. Iirc, the next lintian package should fix this 
(known) bug.
