directory entries are certainly not sorted in ext2. See the man page
of ls:

...
Sort entries alphabetically if none of -cftuSUX
       nor --sort.
...
 -f     do not sort, enable -aU, disable -lst
...

and try ls -f in any directory. Output isn't sorted.
