I believe this would violate policy.

I believe this is acceptable? Certainly, it seems to be common practice
among some of the packages I've seen.

Same as #1. Slightly less destructive, but still non-kosher.

Policy compliant, but probably a bad idea, yes.

I think #2 is probably a sufficiently good answer (or some variant of it,
if Policy doesn't permit Debconf usage in this manner). You're allowed to
do just about anything, if you ask first...
