This file would be more accurately named NEWS.

And this is correctly called ChangeLog.  Check the GNU standards for some
useful guidelines regarding these files.

You should include both.

I would recommend getting upstream to rename CHANGES to NEWS, and use
ChangeLog as the upstream changelog.
