Plib is hit by the problem Anthony Towns mentioned in
http://lists.debian.org/debian-devel/2001/debian-devel-200109/msg01039.html

plib-dev and plib1 both are compiled from the same source and
should therefore be installed at the same time into testing.
Reading http://ftp-master.debian.org/testing/update_excuses.html
yields:

* plib 1.4.1-1 (currently 1.2.0-7) (extra) (low)
  plib uploaded 105 days ago, out of date by 95 days!
  Unsatisfiable Depends: plib1 (= 1.4.1-1)

As there is no need to have both plib 1.2 and 1.4 installed
(there is only flightgear depending on it), I decided to simply
have a 'new upstream release' and not a new package. The changed
API is handled by the strict dependencies.
