Policy for copyright notice



Debian Policy Manual 3.5.6 says (emphasis mine)

13.6 Copyright information 

Every package must be accompanied by a _verbatim_ copy of its
copyright and distribution license in the file
/usr/share/doc/package/copyright.  [...]

Packages distributed under the UCB BSD license, the Artistic license,
the GNU GPL, and the GNU LGPL should _refer_ to the files
/usr/share/common-licenses/BSD, /usr/share/common-licenses/Artistic,
/usr/share/common-licenses/GPL, and /usr/share/common-licenses/LGPL
respectively, _rather_ _than_ _quoting_ them in the copyright file.

Should the above be read as: "Quote the copyright exactly as stated by
the author, /except/ when the copyright is GPL (etc.); /when/ the
copyright is GPL, refer to /usr/share/common-licenses/GPL (etc.),
instead of quoting the author" ?
