just run dh_make on your tarball, select s (single binary) or l (library) as the kind of package. This will generate a debian subdir for you, which you then can adapt to your needs. of particular interrest to you will be the rules file, which, altough there is some documentation around, is not really that documented.

You will also find helpfull to look at the manpage of all those debhelper commands.
