Well, I'm not that familiar with debhelper yet. I mistakenly assumed that
dh_installdocs would set the permissions of the installed files. 
If it just copies that's nuts.
BTW I think it would be more suggestive if a command that installs doc
files would set the permissions right away. Is there any good reason that
it doesn't?
