debian/changelog is not in source of the package. Is that really written in
the developers reference (too lazy to check that now)?

Of course you have to update debian/changelog (IMHO), but this change
usually will not be included in the new MU version. Have a look at sbuild
how the buildds do this (--make-binNMU=<entry> adds <entry> to the
changelog).
