_i386 changes file for binary-all package?

I am building fortunes-bofh-excuses - just a couple of data files for
fortune.

It has a Architecture: all in the control file.  However, building
with dpkg-buildpackage generates a
fortunes-bofh-excuses_1.1-1_i386.changes, not
fortunes-bofh-excuses_1.1-1_all.changes as I would expect.

Is it supposed to be that way?  I couldn't find any information on it
in the man pages for dpkg-genchanges at least.

And also - if somebody could please sponsor the upload for me as soon
as it's finished, I'd appreciate.  TIA.
