Aha. I just poked around in an automake package. I see what you mean; this
is exactly what I was looking for. Thanks!

I've got:

Makefile.in:
DESTDIR	:=
prefix	:= ${DESTDIR}/@prefix@
etcdir  := ${DESTDIR}/etc
bindir	:= @bindir@
....

debian/rules:
make install DESTDIR=`pwd`/debian/tmp

Thanks a bundle -- it is precisely what I needed: a level of indirection.
