It seems to.  It is counterintuitive and undocumented.  This is a bug in 
the code.

In fact, the documentation states that a 'keyring' line in the config file 
_adds_ that kr to the list -- and that's not really true for the first.  
The personal keyring is implied, but ignored if there are any keyring
lines, but none mentioning the personal keyring.  This is a bug in the
documentation.

Anyone here develop gnupg upstream?
