It's possible that GPG reads the keyrings in the reverse order to that
in which they are listed in the options file, in which case the
sensible order is:

/usr/.../debian-keyring.{gpg,pgp}
~/.pgp/pubring.pgp
pubring.gpg

Alternatively, use the --no-options option when you're trying to do
something funny.
