Lisence and section

Dear Debian Mentors,

I'm planning to make a ROOT (http://root.cern.ch) Debian GNU/Linux
package, but I'm not quite sure what thier Lisence entails, as far as
the Debian system is concerned. I've included the lisence below. The
lines that I'm concerned about are:

Additionally, the authors grant permission to modify this
software and its documentation for any purpose, provided that
such modifications are not distributed without the explicit
      consent of the authors ...

Does this mean that the package should go into "non-free"?

I've asked the ROOT team how they felt about a Debian package
(spcefically the redistribution via debian.org), and here is what Fons
Rademakers answered:

Concerning redistribution via debian.org, if our current
license is good (open) enough for them it is fine with
us. However, for the time being we want to retain the line:
".... provided that such modifications are not distributed
without the explicit consent of the authors ..." in our
current license. /.../ Anyway, if you decide to go ahead it
would be nice if you will follow our release schedule /...

I take this to mean that if the Debian Orginization finds the below
lisence ok, then the ROOT team won't object.

Thanks for your help. Please notice that I'm not on the
"debian-mentors" mailing list (I've never made an official Debian
package before), so if you could please send a possible answer to me
too (cholm@nbi.dk) - thanks.

### About ROOT (from the web page): ######################

The ROOT system provides a set of OO frameworks with all the
functionality needed to handle and analyse large amounts of data in a
very efficient way. Having the data defined as a set of objects,
specialised storage methods are used to get direct access to the
separate attributes of the selected objects, without having to touch
the bulk of the data. Included are histograming methods in 1, 2 and 3
dimensions, curve fitting, function evaluation, minimisation, graphics
and visualization classes to allow the easy setup of an analysis
system that can query and process the data interactively or in batch
mode.
