Simple answer: don't.  Debian currently works with PGP 2.6.x and is
moving over to GNU PG.  Please install the pgp package, copy the
~/.pgp/secring.pgp to ~/.pgp/secring.skr and see whether it works.  It
should do.  It's much easier than trying to hack dpkg-buildpackage to
work with pgp5, which Debian is moving away from anyway.
