"NMU fixed bug" is a bug with severity "fixed".  dinstall sets the
severity of a bug to "fixed" if it is closed by an upload where the
Maintainer field of the .changes file (usually deduced from the
changelog) is different from the Maintainer field of the control file
of the package.  "Different" is a string comparison, I believe.
