No particular solution, since I never managed to figure it out
either, but I'll add that you're not alone. I've had this happen to
one of my local packages. If you can, try forcing the inclusion or
exclusion of a file or two, and see if that changes anything. I
didn't have that option. You also might want to file a bug against
dpkg, mentioning this, and place your debian directory up on the web
somewhere so people can take a look at it and see if they can
reproduce it on different machines, twiddle with it, etc. What I was
working on for personal use that glitched this way was a particularly
horrid bit of commercial non-free that I can't even show you, I'm
afraid :(
