You just upload it. The package will then become stuck in Incoming until one
of the FTP masters processes it manually. That will take anything from one
day to a couple of weeks (usually it's about one week).

Probably something went wrong.

All new developers get accounts.

You should have got private mail from the new maintainer team about you
being accepted as a developer; that mail will contain the PGP encrypted
password.

(Note that va and master will have initially the same password but they
will not be resynchronised. This bit me once...)
