Yep, all you need to do is create an override file and run
dpkg-scanpackages on it. Run the output through gzip -c and apt will
hapily take it. See dpkg-scanpackages(8) for the proper call as well as
the format of the override file.
PS. For local archives, dists/distname/binary-arch/section isn't really
necessary unless your local archive contains multiple distributions and
build platforms.
