Put them in section 3 with an appropriate extension, e.g. 3tclmidi.

In what way did it not work?  I have always done this with the Tcl/Tk
packages and have not had any problems.

If it has a library that a user can build a custom tclsh/wish with
(e.g.  expect), then it should have a -dev package.  If it is can only
be used as a dynamically loaded extension (e.g. scotty), then it
doesn't need a -dev package.
