Right, and I would be interested by some advice about upgrading a
package because of an upstream source release.

I began using this package but in fact it is outdated, you really should
use debhelper. The transition is not very hard, you can use dh_make instead
of debmake and then dh_debstd in order to see chat commands you need to add
in your rules files.

Me too. :-) But in fact, it seems that Martin Schulze (the only responsible 
I know for registering new developers) is very busy. I've sent my request
one month ago... I wonder if I will not send it twice...
