As soon as the version that fixes the bugs is installed on the ftp site, you
are free to close the bugs.

At each new upstream version number you start with "-1" as the Debian
release number. If the old upstream version number was 0.9 for example, and
your last upload was 0.9-5, you have the following:
0.9-1
0.9-2
0.9-3
0.9-4
0.9-5
1.0-1 <- New upstream release, we begin with -1.
1.0-2
...
