build bug or change?



When I do an "sudo build" on a debianized directory, I get the following

debstd README 
--------------- debstd processing for Linux --------------
-- Installing Documentation
-- Looking for manpages in sourcepackage

No Packages specified in debian/control
--------------- debstd processing finished --------------
dpkg-gencontrol
no utmp entry available, using value of LOGNAME ("mborella") at /usr/lib/dpkg/controllib.pl line 16.
dpkg-gencontrol: failure: cannot open new output control file `debian/tmp/DEBIAN/control.new': No such file or directory
make: *** [binary-arch] Error 2

This occurs after make succeeds.  This always happens, regardless of 
package, even on packages that have previously been made.  

Is there something wrong with one of the helper programs or did 
something change?
