The developers reference is in /pub/debian/doc/package-developer in
.tar.gz format. It is also available as a developers-reference .deb file
(binary-all/doc). The policy manual is available as debian-policy. The
Packaging manual is available as part of dpkg, in
/usr/doc/dpkg/packaging.* Were any of those what you were looking for?
