I'm not sure whether we have example solutions here.  But this kind of
volatile data should probably not be part of a package.

The example I can think of is sepp: it provides tipp, which requires approx. 200 MB of data to be downloaded in order to be run.

I have decided to let the burden of downloading those data (which could also be volatile, as Andreas underlines) to the user by adding a README.Debian file [0] and also information in the manpage [1] of the program.

My concern with this is the average user might not even know about the README.Debian file and could forget to check in the manpage. But I am unsure there is a better way, as a debconf information, for instance, would be shown only once and only to the system administrator...
