I got this a few minutes ago (see below).
Looks like it is now licensed, but unfortunately it still doesn't seem to comply with DFSG.
Any volunteer to ask them for a free software DFSG compliant license would be great!

A new version of tulip is now available at futuregenomics.tech. Tulip has been completely rewritten in Julia and performs much better. It is free for academic use and licensed for commercial use.
