Demoting Recommends in overly large bio task

Hi Steffen,

I've thought about our discussion in the video conference yesterday
about demoting Recommends to Suggests. In principle I agree with you
that task bio is to large meanwhile. I share this opinion since years
and would love if we could find some better solution - possibly with
some more dedicated fine grained tasks (while I'd love to get some
"get it all" task remaining ... may be by simply depending from the
more fine grained tasks).

While you did something into some more structure by demoting some
Recommends to Suggests[1] I decided to revert this commit. Instead I
created a separate branch that keeps your effort and enables you (or
whoever wants to support you!) to finalise this attempt. The current
situation was kind of a "random" pick which might be confusing for users
inspecting this task and who might miss some packages "hidden" in
Suggests while others remain prominently presented in Recommends even if
these might have lower relevance.

So it would be great to stick to branch demote-recommends and finalise
the task first and merge with master afterwards.

Thanks a lot for your effort which is definitely helpful and perfectly
in users interest.

Kind regards

         Andreas.
