Tophat was removed from Debian (Was: [Git][blends-team/med][master] Update bio - added tophat and tophat-recondition)

tophat was removed from Debian. I was hoping for some answers to
https://lists.debian.org/debian-med/2019/11/msg00076.html
but waiting for > 3 monthes seemed to be long enough.
