You do not even need to set something explicitly.  Just file the ITP
bug - either manually or by using

   https://salsa.debian.org/r-pkg-team/dh-r/blob/master/scripts/itp_from_debian_dir

Just work on it if your time permits.  If there is a real user request
for a certain plugin we might see whether somebody can help.
