Please allow optimir to migrate to testing

Hi release team,

I guess the summer break period (+ debconf2019) was not the best time
for my request. I try it again :-), could you allow optimir to migrate
to testing?

Hi release team,

please add a force-hint to add the testing migration of

   optimir 1.0-2

While optimir is arch all it has some unsatisfiable Depends:
python3-pysam, bowtie2 and samtools on i386 which seem to block the
testing migration [1]. Thanks.
