In principle it is OK to build on the local non-clean environment from
time to time but to fix Build-Depends and may be before you push a
certain state it make sense to use cowbuilder to make sure other team
members who stick to cowbuilder will be able to build as well. I
personally use cowbuilder nearly all the time (except if I have some
specific reason to build on the local machine). Yes, it takes longer.
But we have a multitasking system, right? ;-)
