Enhancing the existing tests is perfectly fine and it will definitely be
accepted as a contribution.

Yes!

MoM and outreachy are not really related.  My hint to MoM was just to
enable you an easy entrance to the things you should know when doing
the outreachy program.  Minor contributions could be as you suggested
enhanced tests or also fixing writing a new test.  You can also write
tests for new packages.  Regarding popcon the following packages would
be of interest:

      prank
      macs
      coils
      epcr
      readseq
      clearcut
      fastdnaml
      melting
      mipe

If you know one of these programs this would be an advantage for you.
