New version of ncbi-blast+ available

Hi Aaron and Olivier,

there is a new version of ncbi-blast+ available.  I wonder whether you
might be able to upgrade the package in the next couple of days.  If
yes, I'd delay the upload of the old version which now has autopkgtest
(I did not yet verified its functionality).  I imported the new upstream
version and tried to apply and update the patches.  Either I did
something wrong or there is again a change in the build system.  My
attempt ended up in:

To build everything:  cd /build/ncbi-blast+-2.4.0/c++/BUILD/build && /usr/bin/make all_r
or simply run /usr/bin/make in the current directory

I would have upgraded the package but for some reason also this as my
previous attempts to contribute to this package was not successfull.
