Exactly this is what Debian policy says:  No binary code is accepted.

Than your package will not be accepted in Debian.  The requirement to
always have the source code is exactly for the reason to make sure that
each component is based on open source.  Believe it or not - even PDF
files without say the LaTeX source is not accepted.  If there is no
Source for this binary file format it need to be stripped and can not be
distributed in Debian.
