On the contrary!  3.9.6 is the current policy version.  I'd (strongly!)
advise for any developer to set:

$ cat /etc/apt/preferences.d/01-debian-policy.pref
Package: debian-policy
Pin: release a=unstable
Pin-Priority: 605
$ cat /etc/apt/preferences.d/01-lintian.pref
Package: lintian
Pin: release a=unstable
Pin-Priority: 601

When you have these packages installed you will learn about 3.9.6.

BTW, I can not recommend stronly enough the usage of

    cme fix dpkg-control

(see Debian policy what packages to install to get this working.)  I did
so and this (and other things) were fixed automatically before I
uploaded.  I wish every sponsor would run this before asking for
sponsorship. ;-)

Well, usually errors *need* to be fixed.  Otherwise the package will be
auto-rejected.  However, I can not confirm this problem.  Perhaps its
your old lintian?

I told you previously that the ".SH NAME" section is wrong in all the
manpages.  Names need to be specified as

   <binary> \- <short description>

All manpages are just specifying

   <binary>

I ignored this problem for the moment.  If you might find a way to tweak
the manpage generation to add a sensible short description - please do so
in future releases.
