Updating packages in new (Was: Bug#728797: ITP: python-mne -- Python modules for MEG and EEG data analysis)

I guess anything but some question directly to ftpmaster is pure
speculation.  I personally think that uploading the latest version a few
days (<3) after a package migrated from new to unstable is perfectly
fine for the user experience specifically considering that we are
talking about low popcon packages anyway.  We should not assume that
hundreds of users are daily refreshing the new queue page or watching
the news in unstable and immediately are installing the new packages.

For me updating packages in new (perhaps even several times) is just
extra work without any visible effekt for the user.  So my prefered
field of action is just unstable.
