There are certainly packages without a manpage inside Debian.  While we
at least try to provide some and help2man makes this to a 10-15min task
we should keep the focus on our users.  If you think users are better
served with the package in any case even if we do not manage to get
manpages written, we could upload it without.  However, I can not really
see a reason why writting at least a basic manpage should be a hard
task.

Ahh, that's certainly a lot and stretches my estimation given above.
There are packages which are assembling the documentation for different
binaries in one manpage and place according symlinks.  I do not want to
propose "cheating lintian", but there might be cases when this approach
makes perfectly sense.  Just do whatever you consider serving your users
best.  It also might be sufficient to document the main two or three
binaries with manpages and leave the lintian warnings for later as
reminder and just write one manpage per future upload.  Just trust your
common sense what might be the proper way to go.
