Just explaining my motivation - not insisting that this was correct:  We
are currently talking about / working on the initial package to
bootstrap a real fid-gtm package.  IMHO there are no user decisions
needed in this phase.  Once we are talking about some kind like
multiarch installations things will be different.  However, I'd like to
keep things as simple as possible in the beginning.  So I also would
recommend getting rid of the debconf stuff you injected into the initial
package (again not questioning that it might be needed later).

So my workflow would be in two separate lines:

  1. Build fis-gtm-initial_<version>_amd64.deb to get something
     that can be used to build fis-gtm_<version>_amd64.deb
     (and nothing else)
  2. Build fis-gtm-initial_<version>_i386.deb to get something
     that can be used to build fis-gtm_<version>_i386.deb
     (and nothing else)

IMHO that's complicated enough - we do not need multiarch at this
stage to kill ourself completely.  Luis + Bhaskar - feel free to
contradict this opinion.
