Dear SRA Toolkit team,

I am attempting to upgrade our Debian package for SRA Toolkit from version
2.0.1 to later versions, but it looks like the capacity of dynamic linking was
lost between versions 2.1.2 and 2.1.3.  I tried to inspect the differences, but
was not familiar enough with the build system to resolve the problem myself.
Can you help us ?
