I also would strongly vote for keeping the package in main and only
strip out those part which can not go to main.  However, I'm not the
person who is doing the actual work so I can not put any pressure on
anybody.  But having packages in non-free does have certain constraints
(starting from the fact that we can not make metapackages Depend /
Recommend them.
