Without having actually looked, the control is probably not invalid, but
just the binary package version of it, i.e. what you get during package
build in debian/$package/DEBIAN/control, and which ends up in the .deb
and /var/lib/dpkg/status after installation.  Assembling a binary
package directly without a debian/ source directory seems to be done by
a couple of upstream people for one reason or the other, it is not the
correct way to do it in Debian, though, of course.
