I don't know, really. 'suggest' sounds good. I personally doubt that it
is for instance wise to have the R core package listed. To me, R itself
is as useful as Octave is or gnuplot or ... Debian as a whole.
Consequently, in order to streamline the tasks a bit, I am opting for
leaving things out.
