If you have a use case for it, it could probably easily be added to UDD.

Is there a rsync mirror that could be used to sync dists/?

The config snippet to add would probably look like:
archive-debian-elts:
  type: archive
  path: /srv/udd.debian.org/mirrors/debian-elts/
  distribution: debian-elts
  tables-prefix: derivatives_
  update-command: /srv/udd.debian.org/udd/scripts/sync-dist.sh xxx::extended-lts/dists/ /srv/udd.debian.org/mirrors/debian-elts/dists/
