(semi-)automatic unclaim of packages with more than 2 weeks of inactivity (and missing DLAs on www.do)

hi,

today no package was unclaimed for LTS, while I did unclaim two packages for ELTS:

- openjdk-7 (Emilio)
- openjdk-8 (Roberto C. Sánchez)


Then, Mike Gabriel probably claimed too many packages for LTS: 

- freerdp 
- gnome-shell
- guacamole-client
- jupyter-notebook
- libvncserver


There are three DLAs which have been reserved but not yet been published on
www.debian.org:

- DLA 2332-1 (reserved by Sylvain Beucler)
- DLA 2328-1 (reserved by Roberto C. Sánchez)
- DLA 2298-1 (reserved by Thorsten Alteholz, as last week)
